The quests within the 'Manifest Zone' pertaining to Night Revels are all ML7.

This doesn't mean that lower levels cannot go into Delera's Graveyard and have fun. You can harvest the chocolates and keys and either give them away or sell them for plat (https://corner-merchants.rpg-board.net/t179-need-plat)
